الحرب على الإرهاب التي تورطت فيها الإدارة الأمريكية، تمثلت في شكلين مهمين:-

أولهما: عمل عدواني  تجاه الأقطار الأخرى ، كالغزو أحادي الجانب أو ما شابهه.

وثانيهما: الجانب الخفي والذي أثر بالسلب على الجهات الخيرية، وللدلالة  على ذلك، أعود بالذاكرة إلى مارس 2002  عندما أعلنت الولايات المتحدة أن مؤسسة الحرمين الخيرية العاملة بالبوسنة والصومال ، ومصادر تمويلها بالرياض – المملكة العربية السعودية على علاقة بتنظيم القاعدة.

ومنذ ذلك التاريخ وإلى الآن أو لأعوام أخرى مقبلة لم تتمكن من تقديم دليل واحد على وجود علاقة بين مؤسسة الحرمين وبين القاعدة لا في البوسنة والهرسك ولا في الصومال.

وسبب ذلك، ليس لعلاقة تلك الجهة أو غيرها بتنظيم القاعدة مما يجعلنا نتساءل: لماذا أوقفوا العمل الخيري في الصومال؟ ولماذا تركوا 2500 يتيم صومالي يهيمون على وجوههم بلا مأوى في الشوارع دونما دليل على علاقة تلك الجهات  الخيرية  بالإرهاب؟ !! وما هي أهمية ذلك ؟! إن أهميته تكمن في مغزى ما حدث لـ2500 يتيم من تشريد. المهم أن نلحظ فشل سياسات الولايات المتحدة في الصومال… ولنأخذ بمثال لما حدث مؤخراً حيث نشط أحد القادة الإسلاميين البارزين في مقديشو، وقهر لوردات الحرب في ذلك البلد ، وإذا بالولايات المتحدة تسارع عن طريق قادة السي آي إيه إلى تمويل هؤلاء القادة بآلاف الدولارات شهرياً  وتعويضهم عن خسارتهم . والمحزن أنها أغلقت المؤسسات الخدمية القليلة التي كانت (مؤسسة الحرمين الخيرية) و(البركات للصرافة) تقوم على رعايتها حيث كانتا الجهتين الخيريتين الوحيدتين اللتين تقدمان الخدمات الفعلية لليتامى. وعندما أغلقوا تلك الأماكن لم يجد هؤلاء اليتامى مأوى سوى الشوارع ، وذكرت ذلك صحيفة الديلي تلجراف في فبراير 2004 فتناولت هذا الحدث، عندما التقى فريقها يتيماً في حوالي العاشرة أو الحادية عشرة من العمر فقال بحزن شديد:  أنا غاضب من جورج بوش، لأنه أغلق الملجأ الذي كنت أعيش فيه، والآن لا أعرف أين أذهب؟ ومن سيطعمني أو يعطيني مصاريفي سأتبعه، حتى لو خالفت الأنظمة، وشاركت في حرب العشائر، وصرت منتمياً إلى حركة إسلامية، فعلى أية حال كنت سأترك الملجأ. كان هذا نموذجاً للآثار السيئة التي أصابت عمل الجهات الخيرية المباشر بسبب الحرب على الإرهاب. وهناك نماذج أخرى حيث زلزال باكستان في أكتوبر الماضي وتفاعلت المنظمات الخيرية الأمريكية بشدة مع الحدث، وجمعت منظمة خيرية في أوهايو تدعى (القلوب الرحيمة) مليون دولار وأكثر، وعندما أصبح المبلغ في حسابهم، جاءهم ادعاء بأن أحد موظفيهم متورط في التخطيط لعمل إرهابي في أوهايو. وبناءً على هذا الدليل الواهي، جمدت الإدارة الأمريكية عمل هذه المؤسسة الخيرية، ومن ثم تجمد المبلغ الذي كان مفترضاً أن يذهب لإغاثة ضحايا الزلزال في باكستان، وتوقفت المبالغ ولا يعرف مصيرها: هل ستدفع أجوراً للمحامين ؟ أم نفقات لقضايا إغلاق تلك المؤسسة الخيرية؟؟ وفي كل حال لن تذهب إلى باكستان ، والعار الحقيقي في هذا العمل المشين هو أن المتبرعين قدموا النقود لا للمحامين ولا للقضايا ، بل لإعانة المحتاجين على النوائب في باكستان. 

هذان مثالان للكثير والكثير لما جُمِعت الأموال من أجله لتدفع لبرامج معينة كالتعليم والدعوة وإطعام الفقراء والمساكين ومساعدة المحتاجين ، أو لمن هم في أماكن الصراعات والحروب أو سكان المناطق المنكوبة. وعندما تقوم الحكومة بتجميد الأموال فإنها تدعو كل العاملين في هذا المجال الخيري للتخوف من عمل أي شيء، وتضطرهم إلى هجر تلك الأعمال وتركها وليبقى المال كما هو في البنوك؛ ولن تأخذه الحكومة لكنها ببساطة تجمده، ولا تتركه يذهب إلى الذي جمع من أجله.

والقضية الثانية والتي تعد من الأهمية بمكان ، هي كيفية دراسة تلك القضايا، وبالإمكان أن أخبرك عن الكثير والكثير من القصص التي جُمِّدت فيها أموال للعمل الخيري، لكن ما أورده الدكتور السلومي في كتابه ” ضحايا بريئة ” بشأن الحرب على الإرهاب وثق فيه كل تلك القضايا، كما فند الادعاءات التي زعمتها الحكومة والادعاءات الأخرى التي تتناولها وسائل الإعلام، أو أعضاء الكونجرس أو المسئولون بالمؤتمرات الدولية في كافة أنحاء العالم ، وبعد ذلك أعطى رأيه الخاص استناداً على قول الآخرين وما تتناوله الصحف.

وقد لا يتفق البعض معه على توجهات بعينها أو لآراء سردها،  لكن الجميع سيوافق لا محالة دون استثناء على ما قدم من توثيق، ووضوح. لذا فالكتاب في ذاته سيكون مصدراً جيداً ليس فقط لأعضاء الكونجرس والمسئولين التنفيذيين، والصحفيين وصانعي السياسات، لتكشف من خلاله الحقائق، حتى يحاولوا تغيير ذلك للأفضل.

ما فعله د. السلومي أنه التقى بالفعل هؤلاء الناس وغيرهم ووقف على حقيقة عمل المؤسسات الخيرية، وعرف الحقيقة كاملة، وصار بإمكانه التمييز بين الكاذب والصادق. كل هذا احتواه كتابه، فهو مصدر غني بحقائق لا باستنتاجات.

The war on terror that the president’s administration has engaged in has had two major aspects that are most important:

One has been a generally aggressive action against countries, unilateral invasion and things like that.

And the second is the unreported story has been the impact on charities and the specific examples that I would like to point are dated back from March 2002 when the US government identified two charities one In Bosnia and one in Somalia of alharamain Islamic foundation in specific they said that the charity operators and the source of the moneys from alharamin headquarters in Riyadh KSA were linked to al-Qaidah.

That was almost four and a half years ago; until now, 4 and half years later, they have not provided one link…not a single link of alharamain in Somalia, in Bosnia or in Riyadh to al-Qaidah!

Why is that? The point is not whether they are linked to al-Qaidah…the point is why did they shut down the charity in Somalia? Why did they let 2500 orphans literally out on the street without any proof that they are involved in terrorism. The reason why this is important, its important to know what happened to the 2500 orphans, but it is more important to see how this fits in with the general failure of US policies in Somalia…just two weeks ago a known Islamic leader took over Mogadishu and he got rid of all the war lords, and the US governments turns out through the CIA had been funding of many of these warlords 100’s of thousands of dollars per month and they ended up losing. the sad story is, when they shut down the few institutions that were there alharamain charitiy, barakat exchange, the only bank the only charity that was providing actual services to orphans, when they shut those down those people literally went to the street these young people, there was a story in the daily telegraph in February 2004 which talks about this issue were a young orphan, young man like ten or eleven years old,  he was very sad and he told this group of people and that I am very mad at George Bush because he closed my orphanage and now I have no where to go…whoever feeds me and gives me money I am going to follow him. If it means that I become a renegade, a technical, join a war lord clan, join an Islamist movement…whatever, I am going to leave the orphanage. That’s one example were a charity was directly impacted by the war on terror. Other examples have been just very recently in last October there was a terrible earthquake in Pakistan, and Muslim Americans responded very favorably. One charity in Ohio named ‘Kind hearts’ had raised 1000000 dollars. They had raised much more. But they had one million dollars in their account, and there was one allegation that one of the employees of that charity was involved with an alleged plot to do some terrorist activity in Ohio. Based on that unrelated evidence, they froze that charity. So now, 1 000 000 dollars which was supposed to go to Pakistan to help the earthquake victims is now stuck…where is that money going to go? Its going to pay for lawyers, for legal cases, its going to pay for expenses to close down the charity…none of it is going to go to Pakistan and that really is a shame, because the donors gave the money not to give to lawyers not to pay overhead and not to go for administrative expenses, but to go to the needy people in Pakistan. Those are two examples which and there are many more which you could talk about were money was given for particular programs whether for education, Da’wah, feeding needy people, helping people in war zones, helping people in disaster areas, and when the government freezes, they make everyone around the charity so scared to do anything, they leave the charity business and leave the work the money stays there… The government does not take the money, it simply freezes it, and does not go towards were it is supposed to go.

The second issue which is very important to look at, how can you study these issues. I can tell you stories all day long how charities have been frozen, but what Dr. Saloomi has done in his book ‘innocent victims’ on the war on terror is he has documented every single one of these cases, and he looks at the allegations made by the government and looks at other allegations made by the media, by members of congress and international conferences by regulators and officials from all over the world and then he gives his own opinion based on what others and other journalists and other commentators say.

In one area of the book which everyone will agree, even people who don’t agree with his conclusions or who may not agree with certain aspects of his book they can all agree on one thing, the documentation is very precise, very thorough, very clear, and the book itself will be a very good resource, not only to members of congress, administrative officials, but also to students professors, journalists and other policy makers in order to find out the truth of what happened and how they can change things to improve it to the better. Because if you profile on orphan in Somalia that gets a story for one time only, You can’t make policy based on that one orphan, because maybe you don’t know the background, maybe he wasn’t telling the truth, maybe he wasn’t even an orphan, we have to take the word of one journalist that he was.

What Dr. Saloomi does, because he has met a lot of these people, he knows the charity business, he knows the truth and he knows all…He can distinguish between the two, he lays it all out in the book, and it is a very helpful resource without reasoning
